Gurugram: The Municipal Corporation Gurugram (MCG) has taken stringent action against two sanitation service providers for alleged violations of solid waste management norms, imposing penalties exceeding Rs 31.45 lakh and initiating the process to blacklist both agencies.
The action follows findings that the agencies failed to comply with mandatory requirements under the Solid Waste Management (SWM) Monitoring Portal, including vehicle and manpower registration, GPS-based tracking, attendance recording and deployment of the prescribed number of vehicles and workers.
MCG officials said the SWM portal has been made a key tool for monitoring sanitation operations across the city. Agencies are required to register vehicles and manpower, assign routes and operational areas, install GPS devices, upload attendance records and report daily vehicle trips through the portal. Non-compliance attracts financial penalties under the terms of the contract and Request for Proposal (RFP).
One of the agencies, KS Multifacility Services Limited, was responsible for providing tractor-trolleys for sanitation operations in Zone-6. According to MCG, the agency was required to deploy 10 tractor-trolleys along with drivers and helpers but failed to register the vehicles on the SWM portal. As a result, the corporation imposed a penalty of Rs 9.40 lakh for the period between June and July 2026. The agency has been given seven days to submit its response to the notice.
In a separate case, The Classic Manpower and Construction Services, engaged for door-to-door municipal solid waste collection in Zone-6, has been penalised Rs 22.05 lakh for multiple violations during July 2026. MCG alleged that the agency failed to deploy the required number of vehicles and manpower, did not complete portal registration and area assignments, lacked GPS installation in all vehicles and failed to upload attendance records.
The corporation stated that a penalty of Rs 20.49 lakh was imposed for inadequate vehicle deployment, while an additional Rs 1.55 lakh was levied for failure to upload manpower attendance records.
Joint Commissioner Dr. Pritpal Singh said all sanitation contractors must strictly adhere to contractual obligations, adding that digital monitoring and accountability would be strengthened further. MCG Commissioner Pradeep Dahiya reiterated that ensuring transparency, effective monitoring and improved sanitation services remains a top priority for the civic body.
