Gurugram MP backs engineering fixes to restore Gurugram’s lost natural drainage network

Gurugram : With large buildings, hospitals, schools and other developments now standing over several of Gurugram’s original drainage channels, Union Minister of State and Gurugram MP Rao Inderjit Singh on Tuesday said the city must adopt innovative engineering solutions to restore natural water flow where removing such structures is no longer feasible.

Arguing that recurring waterlogging is rooted in the disruption of historic drainage routes, he called for a scientific, long-term strategy focused on reviving the city’s natural hydrology through alternative drainage systems, groundwater recharge and rainwater management.

Singh has stressed that the city’s recurring waterlogging problem cannot be solved merely by pumping out rainwater, calling instead for the restoration of natural drainage channels, large-scale rainwater harvesting, and groundwater recharge measures.

Expressing concern over the recent flooding incidents across Gurugram, Singh said a sustainable solution requires a long-term approach involving government agencies, urban planners, and technical experts.

He reviewed various aspects of the waterlogging issue during a high-level meeting and later briefed the media on the causes of flooding, measures taken so far, and the roadmap for future action.

Natural Drainage Routes Disrupted by Urban Development

Highlighting Gurugram’s rapid urban growth over the past two decades, Singh said the city has emerged as a major contributor to Haryana’s economy. However, he noted that natural drainage systems were not adequately protected during the development process.

Referring to licenses issued between 2004 and 2012, he said several natural streams, drains, and water flow zones were included within development areas, resulting in the obstruction of traditional drainage paths. Large-scale construction that followed until around 2018 further intensified the problem.

“Waterlogging is inevitable when natural flow channels are blocked,” Singh said, adding that construction and demolition (C&D) waste dumped into natural drains has significantly reduced their carrying capacity.

IIT Experts to Help Develop Permanent Water Management Plan

The Gurugram MP emphasized that the solution must be based on scientific and technical assessments. He said engineering experts and technical institutions have been studying the issue for several months with the objective of ensuring that rainwater is utilized for groundwater recharge and storage rather than simply being discharged outside the city.

According to Singh, specialist teams are working on a comprehensive strategy to improve urban water management and reduce the impact of heavy rainfall events.

Injection Tube Wells Proposed for Groundwater Recharge

As part of the proposed solution, Singh suggested installing injection tube wells in waterlogging-prone areas. These systems would channel treated rainwater into underground aquifers through a scientifically monitored process.

He stressed that strict quality controls would be necessary to ensure contaminated water does not enter the groundwater system.

Unused Government Land to be Converted into Water Bodies

The minister also recommended identifying unused land owned by municipal and government agencies for the development of water bodies and rainwater storage structures.

Such projects, he said, would not only reduce water accumulation during heavy rainfall but also contribute significantly to groundwater recharge.

Satellite Mapping to Identify Lost Drainage Channels

To restore Gurugram’s natural drainage network, Singh proposed satellite-based mapping of historical rivers, drains, and water flow routes.

The exercise would help authorities identify locations where natural channels have been blocked or altered over time. A detailed action plan is being prepared in consultation with technical experts and government departments.

Alternative Engineering Solutions Where Demolition Is Not Feasible

Acknowledging that many natural drainage routes are now occupied by buildings, hospitals, schools, and other developments, Singh said removing such structures may not always be legally or practically possible.

“In such cases, alternative engineering solutions must be adopted to restore the natural flow of water,” he said, suggesting the construction of large underground pipelines to reconnect water with its original drainage channels.

Three Key Priorities for Gurugram

Singh outlined three major priorities for the city’s future water management strategy:

Maximum groundwater recharge through rainwater harvesting, Creation of water bodies and local water storage infrastructure
and Restoration and cleaning of natural drains and water channels
He said all three measures must be implemented simultaneously to achieve a lasting solution to waterlogging.

Mapping of C&D Waste Blockages Planned

The minister directed authorities to identify natural drains that have been narrowed or blocked by construction and demolition waste. Mapping such locations, he said, would help restore water flow and improve drainage efficiency across the city.

Learning from Past Mistakes

Calling for a constructive approach, Singh said the focus should be on correcting past planning mistakes rather than assigning blame.

“Natural drainage systems were not given adequate importance during development. The city is facing the consequences today. We must learn from these mistakes and work collectively towards a solution,” he said.

The Union Minister expressed confidence that measures such as drainage restoration, groundwater recharge, water body development, injection tube wells, and technical monitoring can significantly improve Gurugram’s flood resilience. He added that efforts are being made to complete key interventions before the next monsoon season.
