Haryana targets $1 trillion economy by 2047: CM Nayab Singh Saini unveils vision-driven budget 2026–27

Gurugram : Setting an ambitious course for the future, Haryana Chief Minister Nayab Singh Saini on Monday presented the State Budget for 2026–27, declaring a bold target — transforming Haryana into a $1 trillion economy by 2047.

Presenting the 12th consecutive Budget of the current government during the ongoing session of the State Vidhan Sabha, Saini — who also holds the Finance portfolio — described the Budget as far more than a financial statement. “This is a vision document to build a Viksit Haryana, aligned with the national goal of Viksit Bharat,” he said.

Vision 2047: A Roadmap to Economic Transformation

The Chief Minister formally announced the Haryana Vision Document–2047, which will act as the guiding framework for the State’s long-term development strategy. Drawing inspiration from Prime Minister Narendra Modi’s vision of a developed India, Saini said Haryana is determined to scale new heights of growth and governance excellence.

What sets this Budget apart, he emphasized, is public participation. The government received 2,199 suggestions through district-level consultations and nearly 12,400 inputs via an AI chatbot, of which about 5,000 proposals have been incorporated. “This is truly a people’s Budget,” he asserted.

Historic Jump in Central Tax Share

One of the standout announcements was Haryana’s increased share in central taxes under the recommendations of the 16th Finance Commission.

Haryana’s share for 2026–31 has been raised to 1.361%, marking a historic 24.52% growth over the previous period.
The Chief Minister termed it the highest increase among all 28 States and credited the “double-engine government” model for strengthening Centre-State coordination.

For perspective:

2005–10: 1.075%
2010–15: 1.048%
2015–20: 1.084%
2021–26: 1.093%

2026–31: 1.361% (highest-ever share)

In 2005–06, central taxes formed just 8.7% of Haryana’s total revenue. That figure is projected to rise to 14.2% in 2026–27, reflecting stronger fiscal backing from the Centre.

Big Push for Clean Air, Water Security & AI
The Budget also highlights major externally aided projects:

Rs 2,716 crore approved by the World Bank for the Haryana Clean Air Project

Expected approvals:

Rs 5,715 crore for Water Secure Haryana
Rs 474 crore for the Haryana AI Mission
Rs 1,837.65 crore allocated under the “Foresight Annex” initiative to future-proof four key departments

These initiatives signal a clear focus on sustainability, technology, and long-term infrastructure resilience.

Inclusive & Gender-Responsive Budgeting Ahead

In a significant policy direction, Saini announced that future State Budgets will be gender-responsive and senior citizen-focused, ensuring balanced and inclusive growth in line with the 2047 vision.
