Gurugram : In a key administrative move, the Haryana Cabinet led by Chief Minister Nayab Singh Saini convened in Gurugram on Wednesday and approved the proposal to summon a special session of the Haryana Legislative Assembly on April 27, 2026.
The upcoming session is expected to introduce the Haryana Clerical Services (Recruitment and Conditions of Service) Bill, 2026, aimed at streamlining promotion pathways for Group D employees. The Cabinet has cleared the draft bill, which proposes a significant increase in the promotion quota from 20% to 30% for eligible Group D staff transitioning to clerical positions.
Addressing the media after the meeting, CM Saini stated that Group D employees under the common cadre who have completed more than five years of service will now have enhanced opportunities for promotion. The bill also includes a provision mandating 5% ex-gratia posts, ensuring broader inclusion within the recruitment framework.

During the press interaction, the Chief Minister also took aim at the opposition, particularly the Indian National Congress, stating that despite decades in power, the party failed to bring substantial change for the underprivileged.
